About WKCD Authority
Having adopted the recommendations of the Consultative Committee, the Government introduced draft legislation into the Legislative Council (LegCo) in February 2008 for setting up a statutory body, the WKCD Authority, to take forward the WKCD project. The WKCD Authority Bill was passed by the LegCo on 3 July 2008, and the WKCD Authority Ordinance was enacted by the LegCo on 11 July 2008. On 4 July 2008, the LegCo Finance Committee approved an upfront endowment of HK$21.6 billion to the WKCD Authority for developing the WKCD.
The Chief Executive announced on 23 October 2008 the appointment of the Chairman and members of the Board of the WKCD Authority for a term of two years. The WKCDA has also established six committees under the Board and a Consultation Panel in accordance with the WKCD Authority Ordinance.
